Saray, in eastern Van on the Iranian border, has Özalp to its north, Gürpınar to its south-west and Başkale to its south-east. Founded in 1869 as Mahmudiye, the settlement took the name Kazım Paşa in 1932, remained a sub-district of Özalp for a long period, and regained district status in 1990. The Kapıköy border crossing into Iran lies within the district.
